It means that your ISP can no longer track your browser via their DNS servers. It sometimes means that your browsing is encrypted too (depending on your setup)

But that wouldn't help the OP. A VPN is designed to secure an end point communicating across a hostile network. It won't stop cookies tracking you, you could turn cookies off - that WOULD solve the OPs problem, but browsing the web without cookies becomes a PITA.
