How i put a rack to a bike with no mounts

Here is my job..

The bike has bottom mounts for mudguards etc but no mounts at the top for the supports so i have used the rear reflector bracket to attach the top support as i have read that it is a non load bearing area.
I used to use a seatpost rack but i found it heavy and the bags were held to high swinging about affecting my centre of gravity.

what an excellent idea, I have one bike that's similar and I have p-clips for the upper mount but I like your method better, I feel a trip to the garage coming on

Mount it onto the seat post and you have holes for the rack bolts. Could be beneficial if you pack your panniers heavy!
