Norway could buy Congo for much less than that!

And the two men still face the death penalty if found guilty!

Can't understand the story but they look like a pair of aid workers. I expect the mistake they made was to allow the affair to escalate too far up the chain of command; they should have just "settled" and that would have been the end of it.
