I'm happy to hold my hands up if wrong, if an inner tube is totally flat then the volume is very small, however we aren't measuring area, we are measuring the rolling radius. You could get small variation where a point on the tyre perimeter is dragging behind the corresponding point on the rim, but this woud be cancelled out if the tyre is only exposed to force in one direction.
A tyre isn't a simple, rigid 2d shape. When it's under load, the tyre distorts and sidewalks bow out. The distance between the wheel axle and the road reduces, which reduces the effective radius of the wheel.

The effect is more significant if the tyre is under inflated. At its extreme, a completely underinflated tyre will flop about at the edges while you drive on the rims - a very small wheel with rubbish grip.

Mickle, you wouldn't have got done driving my van! Its comfort zone is 55 indicated with 65 the ideal motorway speed. Over long distances (up to 800 miles) it is less stressful travelling at lower speeds and IMO modern vans are way overpowered for normal use.

Contrary to what people think, car-based vans are also restricted in the UK. And it is 50 max on single track roads.

Strangely my Hiace has lower limits in the UK but not in France where limits don't get lower until the gross vehicle weight is >3.5 tonnes.

..must admit to having had a ticket tho'. January 1st 1996 returning from Inverness was caught entering a village at 41mph as I hadn't slowed down quick enough in my Golf Gti. As I approached, the copper walked out into the middle of the road and held his hand up so I stopped. He said, you do realise you could have knocked someone over at that speed. I agreed that indeed I had been driving like a lunatic and paid the fine later in York. It's an experience I have never fully recovered from.

There is an overestimation of speed caused by tyre wear but it is very small.
The diameter of a standard type tyre is about 21" (53cm) which gives a circumference of 166.50cm
Now if the tyre is worn so that 2mm of tread is removed, the diameter reduces to 52.6cm which gives a circumference of 165.25cm

So for every revolution of the tyre the speed will be overstated by 0.15%

So the"10%" rule seems to have virtually nothing to do with tyre wear

Well it has been 14 days and the ticket hasnt arrived. I know it is 14 days till when they post it but wouldnt they have done it straight away? I will just have to be very careful in the future because I dont want to go through this worry again.
