Yeah, I see loads of unlit cyclists, and a fair few cars with one light out. Generally, I assume with the cars that the driver doesn't know (not an excuse I know, since they should check lights each time they go out, but really, how many people do?), whereas so many unlit cyclists seem to have made no effort (as opposed to having lights, and not realising they aren't working - perhaps with the exception of the feeble rear light because of a battery on its last legs).
At least with cars, they have pairs, so if one light is out, and especially in a streetlit area, you can still see them coming - although the 'mistaken for a motorbike thing' is a hazard.
I've pretty much given up telling people about things like this, and RLJing, because most of the time you either get blank incomprehension, or abuse. The pairing of no-lights and black-hoodie (therefore, bugger all periferal vision) seems to be the ultimate daftness.
