I regularly use the Village Teashop at Hatfield Heath, Herts. A bit pricey but cyclists welcome, proven by the regular heap of bikes outside on a Sunday morning.

I can also recommend the Cod Father on Market Hill, Sudbury, Suffolk. Superb!
