BC's rules are mainly dictated by insurance and liability, so any events organised through them need helmets.

No big deal. Your choice. Ride or don't. I personally wouldn't be without one - road rash on the thin bit of skin on your scalp can't be nice. In my latest accident, I actually didn't hit my head, but the previous two required new helmets, and saved me from concussion. It was nice to be able to rest my head on the back of the helmet whilst I was pinned to the tarmac by a nurse and paramedics, rather than my head resting on the cold, wet tarmac. Very glad for a winter soft shell as that saved me from getting very cold. I was cold enough that they struggled with an IV line !

I've run over a pedestrian in the past. I was in the middle of the road with a line of traffic to my left. She ran from my right across an empty lane of traffic and just wasn't where I was focussing at the time. Thankfully she was only bruised (I naturally cracked a rib). I think the fact I stopped, helped her to the side of the road and then helped her home when all the "concerned" bystanders suddenly had somewhere else to be meant that nothing more came of it. I would probably have been liable given speed and the conditions.

On the insurance front I'm not a huge fan but CTC are probably your best bet. I'd stay away from LCC unless you're a natural fit for them.
