Very well said. I can see you are something of a cycle cam connoisseur. Unquestionably, if we had 20 secs of footage prior to the poorly-timed overtake, we would see the rider "cycling" - clearly doing his level best to antagonise the driver (his legs were probably turning the cranks - just asking for trouble!) and this errant behaviour "forced" the driver into the crappy overtake.
There are so many posted on here, it's hard not to be. They are all cropped tight to incident that suits them. What can I say?

As far as whether this is a particularly bad incident, or whether there is an overreaction to this and lack of braking required, others have already responded quite adequately!

Yes, everyone seems to be an expert where other people's bike handling ability is concerned.

If you show one minute of nothing happening on a cycle cam vid you will get shrieks of: "boring", "gave up after 30 secs", "why didn't you edit it down" etc.

As you seem keen to discover what took place before the overtake, you could ask the OP for the footage - it might put your feverish mind at rest...!

I am not sure how they or you define anti social and poor driving, as I have said before he lost a couple of mph by coming off the bar tops down to the brakes and giving them a tap, not saying it wasn't a stupid manoeuvre. Now how about you? Seeing as you answered my question with a question. Would you have got home edited your video rushed online and sent it to the relevant Police website and then posted it on a cycling forum?

From what I can glean from the video, it is not something I would report. However, the OP was there - you and I were not. For that reason, he is the best judge of how serious the incident was.
