I don't quite see what's going on there. I see that post locking and raise you the beer barrel lock I saw this morning.

I reckon the negative offset will make that a bike that rides as if you've had a few drinks; when you've had none.
Small boy fell down in front of us on the cycle path last month. Stopped to assist etc (and parents tracked back). His fork (16" wheels) had been installed back to front (in the shop according to father) - not surprising he kept falling off.

Maybe the rider crashed the bike then couldn't ride it home so left it to collect later?
