Interesting then that some think it isn't "racing" (judging by the poll), however all the comments suggest otherwise?

If a poll suggested that some people think the sun doesn't rise in the morning, it wouldn't alter the fact that it does. Anyone who voted 'no' should explain why they think that.

Nobody said it was. The OP's question was if you compete in a TT, are you racing?

Yes. I understood the question in terms of the history of competitive cycling in the UK. Hence my answer.

From what I understand and could well be wrong , TT started in ye olde days as illegal racing on public roads and was very hush hush . A kind of turn up and do it and someone somewhere will be timing you but if caught everyone would run for it .
Seeing as it was happening anyway the police asked to be notified and the CTT was born and the CTW and Evans . Oh and Halfords .

The Isle of Man TT (motorcycles) is time trialing and not mass start and definitely is racing - but on closed roads, hill climbing is similar. It is a strange one that we are allowed to "race" on public roads at relatively high speeds (for cycles) and take some risks at junctions or roundabouts or general road positioning to save a few seconds!
Long may it continue (safely).

I'm not sure about the risk taking bit . I guess that's up to you but I wouldn't take a risk on a DC to save any seconds . If I thought something wasn't right I'd just go home .
