You have the right to have the decision reviewed by an Inspector unconnected with the case. If its a CPS decision, which I doubt, you have the right of appeal to them too.

Going from the account you've presented, the decision is at odds with points 3, 5 and 6 of their crime and policing plan for 2017.

I doubt the press would care, and if they did it changes nothing.

Quite right. A recorded letter carries considerably more weight than an email, which can be lost. Find out the correct name, title and address of the recipient. Keep it brief, state the facts, explain what you want to happen, enclose copies of statements and anything else relevant, list the enclosures in the letter.

Recorded letters aren't signed for by the person who needs to see them. They can also "be lost".

Keep a copy of whatever you send, and the name of the person to who you sent it.
