Nah, it's a quad.
It has four wheels off what looks like could have been a ride on mower.

Do you think his foot is on a pedal or it it on the front tyre as a brake.

It looks made up to me, possibly a timber backbone.

If you go further down South Road and look back you get a side view that you can zoom in on. No pedals so probably a down hill 'soap box' cart.

I hadn't noticed them.

I saw the MGB being worked on and the chap vaccuming his LR Freelander needs to unravel the extension lead more otherwise the Henry is going to melt the coiled cable.
