The part about HAVING to report them.

To keep this short: in a damage only collision, driver must provide name and address of owner of vehicle (if not him/her) and his own name and address. In injury collision, driver must provide the same PLUS insurance details.

No requirement to report to police. We advise reporting all injury accidents yes, but it's advice only and not a legal requirement unlike the above.
