I've got a Topeak rack bag similar to this:

They work very well and you can pack in a surprising amount of clothing/equipment.

I use the Carradice Super-C saddlebag and love it. Capacity is 23 litres and you could certainly get all of your gear and the desired shoes in it, no problem. They are well made bags. I have gone on extended (B&B) tours with just this bag and a bar bag and carried all I needed.
