Unless you put it in something that looks like a birthday card envelope and hand write it with private and confidential or for the personal attention of on it.... then the secretry/PA will assume it is personal and may not open it

Without knowing the details, I would suggest a well worded letter, without crude dysphemisms*, calling into question his or her fitness for purpose, grasp of the subject, or whatever, would be far more effective.

*First foul language-into the bin is the general rule.

1 Cover them in a crust,
2 Put them in a oven gas mark seven for twenty minutes then gas mark six for thirty minutes or the crust edges are deep golden brown
3 Remove from oven and serve with sauces and pickles of your choice.
