I can see the point

but they still have to comply with the regulations - and most I see make me doubt that they do

On which point - there are a couple I sometimes see and they are ridden by older people on the canal paths and similar
and are ridden sensibly and with consideration
which is fine by me

New Jersey e-bike "owners will need to be registered and have a valid license to ride anywhere in New Jersey. To be able to hold a valid licence, riders will need to be at least 15 for a motorised bike licence or 17 for a drivers licence."
