It seems that these were stopping in place, as the cycling equivilant of a 'Heritage Trail'/'Scenic Route'

I've got (or had, anyway) a few from the 1994 Tour, when it came to the South Coast, but they're the plastic ones, & post-race, the workmen there, were only happy for souvenir-hunters to remove them
