I'd like to also add, that the Jag driver's point about mirrors is completely irrelevant.

Motorbike mirrors when mounted on the bars like that give decent visibility supported by actually looking over your shoulder.

as the bike is undergoing a left hand turn, the left hand mirror will be showing the rider's torso, the right hand mirror actually does a decent job of showing a vehicle coming alongside, what it won't show, is a vehicle dead behind as it is no longer pointing that way

so, the jag driver isn't where he says he was otherwise the rider would have seen him

he gives 4 seconds 'notice' by honking his horn before barging past.

Nasty driver. A thoroughly unpleasant person on the basis of the clip. Seems to have several chips on his shoulder(s) and to be a little cross with the World.

He may be a saint and full of kindness and cheer in other areas of his life, but it seems unlikely.

He comes across as a bully and as slightly lacking in intelligence and/or much in the way of a formal education.

One meets these people from time to time and is glad to leave their company.

I thought the scooterist (?) quite restrained and diplomatic given the bile he faced.

If he had of done that to me on my motorbike he would have been getting back in his car sharpish because I would be very angry and lashing out at someone who just tried to kill me.

Poor lane discipline by the scooter rider?
I don't think so from the vid and it is irrelevant as the onus is on the overtaker to do so safely and give distance. If the rider was badly positioned and inexperienced (did he miss the L plate?) then the driver is wrong in not adding extra caution. This he did not do and his 'emergency stop' appeared to be a deliberate and dangerous action to intimidate the rider.

I would have thought words of advice was the minimum the police should do. And if he has form, (difficult to imagine he hasn't), then prosecute. Get the points up to get him off the road for a while for him to consider what society thinks of such lethal bullies.

I wasn't sure what the drivers point about mirrors was. The jag has a pretty significant area of glass at the front for the driver to look through, didn't seem to help him much tho.

L plate does mean you are inexperienced, just means you (for whatever reason) cannot be bothered to the actual A1 or A test. There is nothing stopping you riding on an L plate and retaking your CBT every two years.

the last I knew, you had to pass within a certain time frame. Thing have changed quite a lot since I took my test, but their is a higher testing system, CBT, written, physical test for when I passed my test.

My instructor gave the tester a thumbs up as I was about to get in the car with the tester. That seemed to give me 50% from the off

The CBT is a crash course in riding a vulnerable powered vehicle on the road, you don't need to have read the highway code before doing so!

In the course of one day, you go from non motorist to two wheel motorist, you then have two years in which to take your full or restricted test and loose the L plates. If you don't you have to re-take your CBT to continue for another two years.

So, while it's possible that an L plate rider has been riding for a number of years, it's possibly safest to presume not.
