Well, as much as a £ of feathers would get you, I reckon by mass a £ of brick would weigh more, so B.

How did you get 96 cm?
Working in reverse:

For Width
  1. 9 / 3 = 3 (9 is the original width given)
  2. 3 / 3 = 1
  3. 1 / 3 = 1/3
For Length
  1. 4 / 1/3 = 12 (4 is the final area given so 4 divided by a third is the final length)
  2. 12 x 2 = 24
  3. 24 x 2 = 48
  4. 48 x 2 = 96

This is how I did it :
Initial Surface Area SA0 = len x wid
After one wish Surface Area SA1 = len/2 x wid/3 = (len x wid)/6
After two wishes SA2 = len/4 x wid/9 = (len x wid)/36
After three wishes SA3 = len/8 x wid/27 = (len x wid)/216
Therefore we can say SA3 = SA0/216
But, we know SA3 is 4, so 4 x 216 = SA0 => SA0 = 864, but we know wid = 9, therefore length = 864/9 = 96cm

Ah - I stopped at 2 iterations and had a width of 1cm, instead of one-third
