Perhaps you could explain how out of 2 equally stiff items, one could provide superior damping properties than the other? (Leave out mass for a moment, keep the maths simple). They can't.

It's A question of yield strength, mass, and a bit of mathematics, damping being a simple function of the attenuation of vibrations as they travel through a material, with heat as a by product.

Try and understand the problem instead of selectively referring to the interweb.

Would a carbon fibre bell sound the same as a brass one?

I use carbon bars on my mtb cos they are light and were cheap
I don't ride it long enough to really suffer so who knows if they're good

I use carbon bars on my road bike because last year I was getting really sore hands around 80 to 100 miles
By 130 miles I could barely hold on

With the carbon bars 200+ miles in a day without agony is no problem
Also the numb left hand business whilst not being a killer has gone
This could be because they are a different profile of course
It could also be cos they are a cheapo, wobbly ,chinese product

I'm convinced they have helped me so shall continue to use carbon bars
