If it's not safe to overtake a car travelling in a central position in its lane, then it's not safe to overtake, fullstop. What difference is moving to the left a foot or so going to make?
I am perhaps more familiar with the difference as I have experience of both.
On many roads simply by moving to the left there is adequate room to make the manouvre without even having to cross the centre line. Obviously if there is only 12 inches to move it will make no difference at all. I had assumed that was obvious.
