You could always complain. As a recordable crime it should only be dealt with by way of a Government sanctioned outcome, and I'm pretty sure a finger wagging isn't on the list.
That said, the justice system in Scotlandland is quite literally that of a different country. While the laws are broadly similar their application is totally different to darn sarf.

There seems to be two possibilities: either he works for Northumbria Police in some way, and thus his ID is real and he was misusing it; or he fabricated for this purpose. Either seems very serious.

If he pops up on the roads in Scotlandshire again just tell him to fornicate off. An English or Welsh Bobby has no powers north of the border, except with respect to crimes committed in England or Wales, and every copper knows that - it's lesson one, day one on dibble training. The guy is an obvious fraud and a a twit. It doesn't even look lime a warrant card.

Actually having something with "Northumbria Police" written on it isnt the impersonating part, because he could have just had a letter from the police before and just cropped out the rest of the letter, but kept the part he wanted, and stuck it in his wallet. He shows it very quickly to the cyclist and unfortunately the image (even the raw file the cyclist will have) will probably be out of focus in some way. But showing this to the cyclist isnt an offence, calling yourself a "serving police officer" is the offence.
But I too am very surprised the police didnt take this any further. Oh wait, no I am not because they dont bother to take anything further nowadays because it is too much hassle for them.
