The down tube is stressed most of the three central frame tubes, and it is the most important tube if you want to avoid excessive frame flex, especially when loaded. Nearly all frames therefore have a larger diameter down tube, even with traditional non-oversized tubing. I agree that it is sometimes overdone these days.
