Can anyone tell me what these two holes are for, jutting out from the seat stays?

Depends on the bike. I've got some on one bike which are for mudguards/rack and on another, it's because the frame is multi-use and can be fitted with disc brakes. What make and model is it?

I agree.

The two bigger holes are for mounting a rear disk brake caliper, the smaller threaded hole is for rack and\or mudguard mounting.

Name that hole???

One is Villa Park, and the other is The Ricoh Arena.
The Ricoh Arena is obviously a piss-hole... When my niece and her dad went to see Oasis play there, the crowd behind them were lobbing plastic pint 'glasses' of urine over the crowd in front of them!

Cheers - it does indeed appear to be for a rear disc brake. When I got the bike it was one of those where the "designers" thought it would be a good idea to place front discs with rear V's instead of just unifying everything.

OMG are people still doing that? Last time I saw one disc/one V was in 1998
