What do you guys think (ready for inevitable criticism of my cycling! ) about this? Worth reporting it?

No, it does not look bad from the video.
I had to watch it a few times to notice the flat bed cutting the corner.

It doesnt look bad enough to be reported because he was moving back onto his side of the road when he passed you. Its understandable though that he gave you a shock.

It's terrible driving. Cutting a corner that much, close to parked cars, limited visibility, a bike coming the other way, etc. etc.. I'd report it. I mean, we've all seen worse, but it's not the sort of thing any driver should be doing.
