Peds have the right of way in the sense that if they're already crossing or in the road as you approach, you should give them right of way. I.e you can't dangerously swerve or crash into them thinking that it's your road and their fault they're in it. Same for drivers. On my driving lessons back in the day I was bollocked for turning into the mouth of a road where a pedestrian was about to cross.

Correct on this one. Peds have ROW if they are crossing the entrance to a minor road which you are attempting to turn into, and likewise, if they are crossing on the other side of the give way and you are attempting to join a main road - you have to give way. Go back to the guideline about having a duty of care to oneself, then they can't step out into the flow of traffic without having to accept some responsibility for their actions.
