From the rear camera you can see he/she does pull out to overtake you safely, but then pulls back in again because there is a car coming the other way. They should have anticipated the oncoming car, and either not attempted the overtake or aborted it. Instead they decided to pull back in but continue to overtake regardless. From the front camera you can see that they leave you barely enough room to avoid the drain cover, if at all.

I don't think it was malicious, but they showed incredibly poor judgement in attempting the overtake where they did.
 
Not malicious just poor judgement. They waited calmly enough then went to overtake you on a slight bend where they couldn't see the oncoming vehicle because of the blinding sunlight.
First rule of the road. If you cannot see what's happening stay put until you are sure.
They are probably sat at work fretting over their bad driving and expecting a knock on the door when they get home.
Glad you are okay.

yeah, not malicious - from my shoulder check I could see they were waiting safely back as I passed the parked car.
 
I've seen a lot worse. As said above, it was poor judgment. The cars in the video are pretty patient really. Obviously a mistake by the overtaking driver, but not malicious. None the less, a reminder of 163 is required.

the usefulness of reporting via 101 is totally dependent on your area. Personally I wouldn't bother, try and report to the traffic division.

Was going to pop into police station on my way home - should I ask this goes to a traffic division?

Just ask to report a traffic collision. They should give you a form to fill in. Take the footage on a DVD, label it as your initials 01.

Seriously, don't talk to the desk staff about the incident as a whole, they don't care nor do they have the knowledge of the law to actually make a decision on what to do.

I reached out and banged the window - is this classed as a collision?

Far too close. The gap between the car & the kerb is barely a handlebars width. You could quite easily have come off.

As others have said, the driver was trying to be patient, and then messed up - incompetence rather than malice. But it's definitely careless driving, so I would report to ensure they take more care in future.
