I don't know what the surface is like, but there is the Tarka Trail along the old railway line

Although if you're on really skinny tyres the surface isn't great south east of Watergate Bridge (near Great Torrington) - it goes from good tarmac to rough gravel. And yes, there are some flattish coast roads (and along rivers - the A377 by the Taw is lovely), but tricky to do a circular route anywhere in Devon without meeting some nice hills.
