Any ideas why one lane has been blocked off for several weeks now. There appears to be no apparent reason visible

Does the signage indicate who is carrying out the work. If no clues there try the relevant Council - presumably Westminster.

There appears to be no signage, just plastic barriers blocking off the left hand lane heading towards Trafalgar Square. The bus stops have the closed signs over them. There are plastic connes creating a lan and on opposite side of road the parking bays are suspended.

I can't see any work happening, not any visible reason why the road is closed.

Has the owner been assessed for Street Repairs - pay £150 per hotel and £100 per house - and as such is mortgaging Old Kent Road and The Angel, Islington to pay for them?

possible pit lane for works on the buildings fronting. but they would usually be signed as to who owns them. there were works in october but streetview blurs the signs telling me what the works were.
