They have a bit of an arguement about who has right of way! Either way they are both unsighted by the bus.
I'm unsure who was at fault to be honest, I doubt the police would give a toss.

It's difficult to tell whether that pavement is shared use or not.

Regardless of shared use status, I wouldn't ride from the road crossing onto a pavement at that speed. Even if he wasn't expecting to meet a cyclist, he could reasonably expect to meet a pedestrian, possibly even someone running. His speed was too high.

Assuming the video-cyclist is local, he could have anticipated that a cyclist may emerge from the cycle-crossing to continue using the approved cycle route. His speed was too high.

In short, I'd put it 50/50.

So bad infrastructure causing issues, both people should have been going slower etc.
I assume you don't mean that because its 50/50 then its the infrastructure? It's more likely that 2 idiots collide. Given the number of idiots this scenario is commonplace. The worry is the idiots in cars whose idiocy is more severe than the idiots on bikes.

I don't however like the argument of idiots on bikes cause less harm so let them get on with it.
 
Same accident could have occurred if either was a pedestrian (especially if running across the road or towards a bus stop). Yup, both in the wrong.

The bus badly unsights the crossing/path junction.

Were I on the path, I would have slowed and moved to the right to improve the viewing angle.

Or at least, that's what I would have done if I was paying attention.

Stupid infrastructure. It does look like the film-maker is on a cycle path but that's no reason not to keep a lookout. The chap crossing the road can't expect to just bash across onto the other side either, however.
