I think you're overlooking the point that very often these are the vehicles that deliver said hard standing!
To do so they generally collect material from a quarry (off road) and deliver material cleared away to some sort of landfill site (soft ground off road) - as indeed may skip lorries.
The real reason why tippers etc may present more of a hazard is that there is, in the industry, a culture of fast driving, the result of much tipper work being piece work
