I think coppers are allowed to use two-way radios on the move.
Some of the Airwave radios have a number keypad on them and can also be used as a mobile phone.
Far from clear what the copper in the video is using, so not worth possibly making yourself look foolish.

Na it was a Samsung galaxy, clear its a phone in the video I think. The two way radios I have seen used are bricks. That's a smartphone.

Whilst he's not fully parked up and out of the way, i think it's clear to see that he is not using the phone whilst attempting to drive the vehicle.
As such I don't think it's worth reporting.

Looks like he is sending a text, or perhaps he could be using mapping to find a street. From such a short clip it's a hard judgement to make. I know he's not exactly parked up, but I think I would leave it.

I know what the phone looks like and I focused on it while the camera does not. Also the camera is no where near as good as the human eye certainly since it is stuck in one mode if focus.

Same can be said for people using their phone at lights and stationary traffic?! Issue is clear.

It is illegal for a driver to use a phone whilst the engine is on, I know that but in my opinion it is a bit harsh, if you are not moving what danger are you causing? No I don't do it before anyone jumps to assumptions. What about the modern stop/start cars, the engine is not running?
