The offence is propelling the vehicle so that's not the reason. If you get out and push a car across a stop line, that's still an offence. I'm sure we've discussed this recently.
But I agree and think there's no offence if you walk on the footway.
What happens when the government makes such petitioning illegal? I consider it a democratic duty to break unjust laws.
I'm not saying this necessarily applies to RLJing... I think we should follow traffic laws because the roads are shared spaces so it's safer and easier if everybody is following the same conventions, but that's different from just following them because 'it's the law'.
