Hasn't he already done this? The Safer Lorry Zone came into operation covering the same area as the London's Low Emission Zone at the beginning of this month. https://tfl.gov.uk/info-for/freight/safer-lorry-scheme

It's now probably more a case of other metropolitan areas needing to catch up.

Nice to see it, but by 2024 why not a lot sooner.
