Pannier-cum-Rucksack

Would anyone recommend a pannier that also works as a rucksack/shoulder-bag. None of the ones I looked at in Evans today came with any kind of shoulder strap.

A bit more expensive Ortlieb do a rucksac adapter for their panniers.

There's also this Vaude Cycle 25 Pannier/Rucksack, but a bit dearer at £45.

Incidentally, why are panniers so expensive?!
