pannier rack recommendation - no eyelets

Hi. I'm doing London to Paris next year so will need a rack and panniers for my road bike. It doesnt have any eyelets, although I've read you can work round this using p clips. can anyone recommend a decent rack ( I don't have disc brakes) and waterproof panniers. It's only a 4 day tour and were stopping in hotels so they don't need to be huge.
