what sort of budget...

edinburgh bicycle coops own brand ones are made for them by vaude. very good vfm. had some before i traded up.

The Aldi ones for £15 that Jay Clock has for sale look better than anything else you can buy at that price
That would still leave you looking for front panniers at £35.. you might struggle
£35 would get you a barbag
Would you have room to forget about front panniers if you strapped the tent on top of your rack ?

I have worked out that the weight saving of the two front panniers and the rack alone is at least a couple of kg, so if you can manage just rear you will save weight and avoid having extra space to fill unnecessarily. The ones I am flogging will do you fine, and if you had one of these drybags http://www.alpkit.com/shop/cart.php?target=product&product_id=16316&category_id=295 for under a tenner you might be fine. But only you know if you in fact need more space that will come from the front panniers

I have a set of yellow Ortlieb Roller Classic panniers, that is front and rear, used once, pretty much as new condition. Make me an offer (via PM), but I will want a little more than £50 as these are some of the best and most durable panniers you can buy and should last you many many years. I think I even still have the boxes.
