Do you have an example road? I can't think of any roads in london where i can't cycle at least a meter away from the curb.

In that case it is your responsibility to ensure you ride in a manner which will allow you to stop should a ped step into your path.
Is that the case? Genuine question. Are pedestrians not liable if they go onto the road without looking and I hit them? Whether on a bike or car. Obviously I accept the responsibility for riding with due care and attention in the given circumstances.

Whilst we don't have jaywalking laws. You can't just slowly walk across a duel carriage way and expect all vehicles to stop for you.
As cyclists in a busy city we should be aware of the potential dangers that pedestrians can cause and ride in a manor which avoids confrontation. If you are filtering in a position which is close to the curb then you Gould be cycling slowly and covering the brakes. You can often see what pedestrians are going to do by watching their body language and the path they have walked.

As was discussed in another thread rightly or wrongly pedestrians have the ultimate priority unless otherwise stated.
Cripes, don't bring that up again, or we'll be in for another 20 pages of how it's OK to mow down pedestrians as it's usually their own fault.
Southbound, south side of Tower Bridge can be pretty bad for peds crossing without looking. The bridge is busy and narrow, and is almost immediatley followed by a pinch point for a crossing. I'm careful to take it slow over there, but that wasn't enough to swerve or stop to avoid a guy who walked into the road without looking 3' in front of me. Mind you, his arse made for an helpful cycle rack.
I can't see why you couldn't hold secondary or even primary on that road TBH.
