If everyone was like that, we'd never get anywhere. I don't think incessant complaining to police will change anything soon, but that doesn't mean nothing can or will change. It's the people who don't sit back, bend and take it who can change things, unlike the guy you're describing.

i really want to say yes... but the answer is a maybe bordering no. I feel like i need to wait for it to manifest into something worse for it to be justifiable to report. This seems to be the general opinion here as well. Which i think is rather tragic.
If something did happen i would think it better someone tried to stop it before it manifested rather than not. However as suggested this is a view from an idealistic fantasy world

If i was over 20 would i somehow be enriched, my views and my actions be held with more regard?
