Why do you wish to know?
i really want to say yes... but the answer is a maybe bordering no. I feel like i need to wait for it to manifest into something worse for it to be justifiable to report. This seems to be the general opinion here as well. Which i think is rather tragic.On similar lines, if you caught another motorist using his or her phone whilst driving, would you report it?
