I believe these upgrades have been talked about as a requirement for HGV's driving in to London, it could be one of those situations where the Mayors unilateral decisions work in our favour. Not sure that it would have a knock on effect, although if they can be proven to work the argument against spending the money becomes harder to sustain.

It will raise the speed of the lorries pinned against the speed limiter or at their power limit very precisely 0mph. 9/10 when I go down the A505 at 50mph between Sawston & the M11 if I'm doing 50mph, lorries are pulling away from me once they get up to speed. Once out of Duxford then I'll be looking at my speedo saying 55-58mph when behind most HGVs. I see this more about the law catching up with reality than anything else.
