Raising handlebars query

HI, I was given a bike and wanted to raise the handle bars.
I've loosened and taken out the central screw/pin to no avail. The black fitting as seen in photos, spins round both ways, not sure if it does anything. Pulled with all my might, but nothing shifts.
Any advice?
Can it be raised?

That's as high as you can get the bars with that stem and steerer tube length, I'm afraid. First approach would be to get a stem with an even larger 'angle' than you have now (>17 degrees) (and 10mm longer). Otherwise it's 'new fork' time (with a longer steerer tube).

ok, thanks for the info. I'll make do, it's just an old bike for knocking round on rather than serious riding.

You didn't touch the pinch bolts on the side of the stem, did you? If not, no harm done - just refit the top cap and tighten lightly, just enough to stop it coming loose. It doesn't hold the stem on - the pinch bolts do that. It is only used to set preload before the pinch bolts are tightened.

If you have undone the bolts on the side of the stem, you need to readjust the headset and tighten the pinch bolts firmly at the end.
