Just push and pull the handle, it should slide smoothly up and down the shaft.

@ScotiaLass Rambo is not dead, just injured. Looks like the rear axle snapped. It happened to me on my Boris, scaring experience it was, I was stopped at traffic lights, cars behind me, could have happened while going downhill a bit earlier
Take Rambo to the LBS, should not be too expensive, I got charged about £ 30.00, parts included.
Learned how to service my hubs (them cavities where the balls came out ) in the bargain

There is an awful lot of fettling going on around here. Never used a cone spanner. It sounds painful. pumping your tyres is something i can do though
