I'd say someone who regularly rides a bike. I can see the benefit from seperating cyclists who are good road users from your steriotypical phone thief on a BSO, however it doesn't really work like that.

I own 3 bikes and a Ford Mustang that makes some planet destroying 4x4's seem the most fuel economic vehicle around. Where does that put me?
