I know the cops in Southampton have managed to reunite a couple of owners with theirs. They also have a few seized awaiting the owner to claim it (if they ever do).

I found a stolen bike, dumped, and took it to the Police station. When the bored clerk filled in a page in a big ledger book I knew there was no possibility of my found bike ever being reunited with any stolen report on the computer and sure enough, a month later I became the happy, legitimate owner of a lightly-damaged brand new carbon road bike.

A lot of local police forces in Ontario, have a Bike Auction once a year to dispose of unclaimed bicycles.
