printed once. Why not something similar with a 1·5 message.
 
Another potential problem I see for this 1.5m rule is that many cyclists squeeze through gags smaller than 1.5 metres between slow moving vehicles in traffic, which would make a mockery of this 1.5m rule. So would this 1.5m rule apply to all vehicles including cyclists.
It's about relative mass and speed, aka momentum. I'm ok as a pedestrian brushing against slow moving or stopped cars. I am not ok with cars at speed brushing against me.

So, it would be ok for a slow moving vehicle to pass a cyclist slowly and much less than 1.5m.

What mph would be safe?

These laws typically are distance dependent, eg

Laws for motorists passing bicycle riders
Motorists must stay wider of bicycle riders by giving a minimum of:
  • 1m when passing a bicycle rider in a 60km/h or less speed zone
    or
  • 1.5m where the speed limit is over 60km/h.

Exactly. So they shouldn't attempt to. Either the cyclist pulls in to a suitable place or the driver waits until there is room.

Do not hold up a long queue of traffic, especially if you are driving a large or slow-moving vehicle. Check your mirrors frequently, and if necessary, pull in where it is safe and let traffic pass.

Frankly I'm a bit mystified: my previous experience of discussions around this subject has been on Road CC, we're on page two and nobody's mentioned Hitler or tried to blame cyclists for - well, just being cyclists!
When I heard the wmp's close pass initiative last year I wrote to the Glos PCC suggesting adopting it here, and even offered my services as a "sacrificial lamb". Wrote twice, no reply either time

That's about the duty of the slower vehicle. It doesn't entitle the following vehicles just to barge in. They still have to wait for the slow vehicle to pull over or when there is room to pass.
