Reporting drivers on a mobile phone

Does anyone report drivers on a mobile phone to the police and is there any action taken against these careless drivers if you do report them??

Not me mate. I just wave profusely. All though I'm not sure I'm getting it right?
Dose anyone els move into the middle of the road until it is safe for motors to overtake? (Single track roads)
Some people just don't like the fact I potentially save there life's or prevent them from being convicted of what ever it is they don't get convicted for.

When I was a lad you used to see lots of police, either in cars or on foot patrol, now there seems to be hardly any of them anywhere so if you do come across someone using there mobile whilst driving ( as highly unlikely as it sounds ) who are you going to report them to?
