Rider Safety - time to act?

Same in the North Pennines. Emergency services out every w/e especially if it's sunny weather. Commercial photographers on the bends "encouraging" exciting angles and racing lines. Locals, including myself try not to have to drive over Hartside etc at a weekend for our own safety. The souped-up cars are possibly even more dangerous to other road users.
Only time I have ridden over on a bike at a w/e was the day the Tour of Britain finished at the summit - safety in numbers.

According to Brake, cyclists are 46 times more likely to be killed or seriously injured than car drivers.

The actual killed figure in the article is 14 times. But you have to remember this is per mile. Thus more like 3 times by time. Plus when you look up the cause of deaths, the reason is nearly always a car driver.

The motor cyclist killed figure remains at 52 times more likely than car drivers. Thus 3.7 times more likely than cycists.

You also have to note they say car drivers. Often a car driver can survive but their passengers do not. Thus the figures are more nuanced, than what these organisations report.

Does not change the number one danger being the car driver.
