Wahoos can emulate a GPX route, and they'll use your altimeter data too I think.

If you use a route builder GPX, you often end up hitting glitches which cause an insane gradient...

The tacx training app does. Unfortunately it's a premium only feature.

RGT allows you to upload a gpx and create what they call a Magic Road. That too is a premium feature and there may be other constraints that RGT experts could add.

So yes, they do exist but the ones I know about require paid subscriptions. There are probably others.

Constraint of no more than 100km. But that usually enough. Means you can make an audax up of the segments between controls. In between turbo sessions you visit garage forecourts, sit on bbq charcoal , and eat ginsters pasties

I cam recommend Android free app - Vin workouts, which allows to ride any gpx route without video, but perfectly simulating ascent/descent. Also it has lots of training structured plans.
