When were the permits introduced? I live on the other side, and have never been asked for a permit.

No sh!t? Most of North Bradford's citizens will be using the nearer Leeds dump, as you do, bloody dunderheads!

The riverside trees and shrubs covered with plastic bags, packaging, food wrappers etc etc etc. Not just a few bits and pieces - but completely shrouded in the stuff, to a height of 8-10 feet. For mile after mile after mile.

Disgusting.
Sounds really unpleasant. Any dropped rubbish being washed away and left on the riverbanks as the floods receded. Of course it may not just be discarded rubbish, wheelie bins are quite capable of holding and floating with a fair volume of rubbish in them before eventually toppling over and disgorging their contents.

It's tragic. I don't see how it'll ever get cleared up.

I was out walking my dog along the shore of Belfast Lough a couple of weeks ago and witnessed a council employee spend a good hour collecting endless detritis (mainly drinks bottles and fast food wrappers) from the edge of the car park. When I left he had collected several bagloads and still had plenty of work to do. I was back the following week walking the dog and guess what, all the rubbish was back again. Hours of work completely undone in a week of utter laziness. To add to the mess someone had dumped a fridge and freezer. They had gone to the trouble of loading them into a car/van and driving to this fairly isolated spot and chucking it out. Theres a council tip not more than a mile away where you dont have to pay or have a permit or any of that.

A few years ago I witnessed an Asian lady coming out of her house and tossing a black bin bag full of rubbish into the Burnley canal, which was already full of floating black bin bags tied up in the same way. Exactly where did she think they would go?

It's the same around these parts. They probably think they're being conscientious when they put their crap in a bag and tie it up before launching it out the car window!

Yep, that particular one really p1sses me off too.
I ride in the South Downs quite a bit and the general littering seems to be getting worse. The usual fast food detritus is a constant, but coffee shop cups are catching up fast.
 
I haven't noticed this in the UK (though as a rower on the Thames Tideway, you see an awful lot of disgusting things clingy to the tree branches that are underwater twice a day.

I've always been a republican, but have felt slightly indulgent to the British love of the Queen, that I've just politely ignored the Royal love-ins that periodically occur. I'm afraid those 2 photos did it for me. I am no longer going to smile indulgently at the monarchy. I'm going to have nothing to do with birthday hoopla this year.

(I could be in trouble as I pledged an oath of allegiance to Queen, and her in-bred progeny. Not sure if it's worse if William got his mother's looks and his father's brain, or vice versa as now seems to be the case.)
